Family Service & Guidance Center and Valeo Behavioral Health Care to Merge
The Family Service & Guidance Center and Valeo Behavioral Health Care Boards of Directors recently approved plans to merge the two organizations within the next year.
Both organizations became Certified Community Behavioral Health Clinics (CCBHCs) in 2024. CCBHCs are required to provide mental health and substance use services to all individuals, regardless of their age, where they live or ability to pay.
The merger will create a single CCBHC that provides critical programs and services within the nationally recognized model without duplication.
The merger will also:
· Provide better access to care
· Provide top-quality, evidence-based care
· Provide improved outcomes
· Provide care coordination to help people navigate behavioral health care, physical health care, social services and the other systems

Staff members within both organizations have decades of knowledge, experience and expertise. By coming together, we will make our mental health safety net stronger and more sustainable over time,” said Kathy Mosher, Family Service & Guidance Center CEO.
No layoffs or staffing decreases are anticipated with the merger.
Similarly, individuals receiving services from the organizations should not experience significant changes in their care.
“The merger process will be strategic and collaborative, involving staff members from both organizations. The focus of the new organization is providing timely and effective services to all individuals served, when they need it. Meeting the needs of our community is priority one,” said Christine Wills, Valeo Behavioral Health Care Interim CEO.
The merger is anticipated to be completed by January 1, 2026.
The combined organizations provide mental health and substance use treatment to over 11,600 individuals annually.
Family Service & Guidance Center was founded in 1904 and currently has 335 employees. Valeo Behavioral Health Care was founded in 1967 and employs 340 individuals.
